Every photograph is fingerprinted the moment it is taken. If an image is altered afterwards, the fingerprint printed in your report no longer matches.

The shots actually line up

At the return desk the pickup photograph of that panel is ghosted over the viewfinder, so a before and after are of the same thing from the same place.
